Aboubakr Kaira Barry, the founder and managing director of Results Associates, has 20 years of experience with premier regional multilateral financial institutions in the development banking industry. He served for two years in a fiduciary role as Senior Internal Auditor in the African Development Bank, and for a decade in various leadership positions at the Islamic Development Bank. Career highlights include leading the Financial Control Department, Financial Planning and Policy Office, and Treasury with 15 billion USD in assets under management. He was also a core member of the Operations Committee, Asset and Liability Committee, Group Risk Management Committee, and the Investment Committee.
During his tenure, Aboubakr witnessed firsthand the challenge of achieving results from donors’ interventions. Limitations included the significant gap between actual and intended outcomes, and the greater need for concerted efforts that move from a culture of approving projects to one of realizing sustainable outcomes that contribute to poverty reduction from beneficiaries’ perspectives. These insights, combined with a passionate commitment to improving living conditions for the poor, led him to establish Result Associates in Potomac, MD, USA, with a mission of helping donors’ maximize value when funding projects through donations. The firm concentrates on monitoring and evaluating the outcomes of project implementation and providing advisory services in public financial management.
Aboubakr has an MBA degree in accounting from Pace University in New York, and a BA degree in accounting from King Abdul Aziz University in Jeddah, Saudi Arabia. He has earned globally recognized professional qualifications, including certified public accountant (CPA) in New York State, and Maryland State; certified fraud examiner (CFE), and chartered financial analyst (CFA). He is also certified in management accounting (CMA), financial management (CFM), internal auditing (CIA); COSO, and PEFA’s training. He speaks fluent English, French, Arabic, Madingo, and Fulani.
Dr. Ibrahima Diallo serves as vice president for strategy development. He is a specialist in healthcare with 15 years of experience in the industry, combined with a proven track record of entrepreneurship. He founded EZ Rehab Solutions in 2003 in Maryland State, U.S.A. It provides quality rehab consultation, evaluation and treatment plans for a diverse group of patients in both long- term and transitional care units, focusing on chronic diseases, stroke, clinical orthopedics, pain management and post-surgical care.
Dr. Diallo is passionately committed to strengthening the healthcare sector in developing countries, in particular, West Africa. During the Ebola crisis in 2011, he served as a consultant to the Government of Sierra Leone, providing strategic planning for Diaspora engagement under the Office of Diaspora Affairs (ODA) & the Ministry of Presidential and Political Affairs to revamp the Ministry of Health capacity. His strategic contributions led to the development of an engagement & strategic management framework, and plan for human resource performance management, & structure for the Office of Diaspora Affairs.
Dr Ibrahima has a Doctor of Physical Therapy from Widener University, Pennsylvania; Master of Physical Therapy, University of Maryland Eastern Shore, Maryland; Master of Business Administration, University of Maryland University College (UMUC), and Master of Science Health Care Administration, UMUCC. In addition, he is a licensed physical therapist in the State of Maryland and Washington, a member of the American Physical Therapy Association, and the Prince Georges Chamber of Commerce.
